Okay I'm 36 years of age Iraq War Veteran with 100% service connection for injuries and illness directly related to military service for my country (USA) and the Cleveland VA Neurology Department refuses to see me, even after multiple consultation request from numerous department. Can they do this, I should probably mention one of my service connection disabilities is paralyzation of the median nerve and the other is lumbar disc degeneration.

I think ZenArcher would be the guy to ask on this one. I think he's on top of service related disability problems.

Well they've refused to see you already so I would have to say they can. I don't know the details and even if I did I probably wouldn't be able to answer the question. If the requests for consultation are for service connected conditions then I would say they have to see you. If they are for other issues I don't know. Given a 100% rating I would think they should see you. If not go elsewhere.
