Airline travel with BiPap

We are trying to bring our 67 year old friend with ALS to New York from LA for a special reunion. Can someone tell me if commercial airlines provide the necessary electric outlet and accommodations for use of a BiPap during the flight?
 
Your friend will most likely need a battery pack for it, for use during flight. Some commercial flights do have electric at the seats, but don't count on this, as it isn't available at every seat. There also could be a last minute aircraft swap, where there might be a substitution with an older or different model plane. Your friend should be aware that there also are forms to be filled out.
