A good place to find a cheap but effective exercise bike is a flea market.
Another very good source of used, cheap but effective exercise bikes would be garage sales.
You can also try the counsel for the blind, goodwill and VA thrift stores.

Melissa, I have one and I'd love to give it to your grandpa but shipping it to California will probably cost more than buying one. A good place to look is Craiglslist. Are you familiar with that site? It's a great resource, sort of like an on-line tag sale.

The best place I have found to buy sell or trade anything is Craigslist.com. I bought a recumbent bike on there for $60.00
