If your military service gave you a disability that deserves to be compensated, you'll be compensated no matter how much you or your spouse make.
I have read a lot of regulations, charts and tables that say how much each disability is worth, and none ever mentioned the spouse's income.
VA is not a needs-based welfare program. It is compensation for the losses you continue to suffer because of your service. Whether you (or your spouse) are rich or poor, if the military gave you a lifetime of ringing in the ears and hearing loss, you'll recieve $123 monthly because the military caused you to be 10% disabled.
