Need help with outer bumper

Hi all...I have a simple question. How do you slide the external bumper on the feeding tube? I know it's not attached but it's very snug. I tried a little soap while showering but that didn't seem to do any good. Of course then my hands were slippery with soap too. I just want to be able to loosen it a little to get under it easier for cleaning, etc. Since mine is a G J tube, it can't be rotated.
I don't want to pull the balloon out, which happened to me by accident in Sept., NOT a fun situation.
 
sounds very different to the setup we have

we don't have a balloon holding it in either, not until we get changed over to the button in another few weeks

Mine is still the garden hose variety. It's held inside with a balloon filled with liquid. On the outside it's a round plastic disk that sits at the base of the tube.
It's not too tight, but I was just wondering if anyone has had luck moving it and what they used.
Too much pulling to get it moving might dislodge the inner balloon...no way do i want that. LOL
