Is the fear of people and confusion when speaking a signs of the als disease

Not that I have found. I would say no.

John, I agree with Joel, I have never heard of this in connection with ALS.

Just a stab in the dark ... it might be a phobia, or it could be a different kind of neuro thing going on. If this is new behavior for you, or if there are other symptoms (avoiding eye contact because it makes you unsteady on your feet, frequent falls, etc), I'd check with your doctor just for peace of mind.

But it doesn't sound at all like ALS to me.
