What qualifies as a "total care" patient?

I think mom is there or almost there.
 
In the technical sense, this is a patient who requires 100% assistance with activities of daily living (ADLs): bathing, dressing, toileting, eating and the like.
But more humanistically, any patient who can still express preferences in some form is contributing to her care and "living" vs. "alive," and so that term is more of an LTC buzzword than a useful distinction IMHO.
