Is it possible to have muscle atrophy/wasting without an elevated cpk level?
 
Yes, it is possible. Some metabolic disorders such as hyperthyroidism can cause muscle wasting.

I haven't been diagnosed with ALS but my doctor is currently investigating the possibility of a neuro-muscular disorder.

I guess a better question would be: is it possible to have a neuro-muscular disease, have muscle atrophy, but not have elevated CPK?
 
You should ask your doctor that question. Depending on the neuromuscular disease and the method by which it causes muscle atrophy, there are probably all sorts of interesting blood enzyme profiles that can be seen in muscle atrophy situations.

Also, if you have not yet been diagnosed with ALS, you should post speculative questions such as this in the "Do I have ALS?" forum.
